Group Policy Editor, you just enable the command through these option..
Start- Run - (Or C:\Windows\System32\gpedit.msc double click it) gpedit.msc ->User Configuration ->Administrative templates -> Start Menu and Task Bar and search the option Remove run from Stare Menu .
you just disabled the command which is enabled then it show automaticaly after use the command Start->run->cmd->gpupdate /force
